What are the rules for the Indoor League?

The rules on the indoor league vary by age, and are generally formulated for chunks of age groups in two ways: 1) U5-U7, 2) U9 and 3) U12. U5 will generally follow the same rule structure and field structure as U7, but do not have referees and depend more on coaches for guidance. U9-U16 all operate in the same fashion. These rules are open to any suggestions as long as they are within reason. The rules have also been constructed to help facilitate continuity between indoor and outdoor leagues.

Kickoff

Ball is at rest at the center. Opponents must be outside the circle surrounding the center spot. The ball has to be passed forward across the midline. Kickoff is an indirect kick (goal cannot be scored from a direct kick into the goal)

Note: It is recommended that the ball is passed to a teammate to maintain possession of the ball. Referees should explain that the kickoff is not a kick straight to opposing team.

Boundaries

U5-U7 play without out-of-bounds. Ceiling or out of arena is out of play. If the ball leaves the playing area the restart is with indirect kick.

Restarts

In all occasions when play is stopped, the referee shall blow the whistle. Play resumes with an indirect free kick or drop ball, as appropriate. No direct kicks, throw-ins, corner kicks or penalty kicks. Opponent must maintain a 3 yard distance with indirect kicks.

Fouls

All fouls should be enforced per the restart section above. (i.e. no direct kicks or penalty kicks). No slide tackles or sliding kicks. Handballs must be intentional. Players will be encouraged to remain on their feet. Coaches should assist with monitoring this rule.

Offside and 3-line rule

No offside. Ball cannot be kicked in the air for more than half the length of the field.

Substitutions

Substitutions can be made at any stoppage of play with the permission of the referee.

Duration of Game

Teams have one hour. First 15 min is occupied by warmup and drills by coach.

Remaining 45 min: scrimmage. 4 relatively equal periods (9-10 minutes apiece).

Referees

Dynamo certified referees. One referee per game. In case referee is absent, a coach shall assume the responsibility of reffing the game.

Kickoff

Ball is at rest at the center. Opponents must be outside the circle surrounding the center spot. The ball has to be passed forward across the midline.

Boundaries

U9 teams play with out-of-bounds. The lines and the continuation of the lines at midcourt form the touchline (sideline) and goal line. Ceiling or out of arena are also out of play. Players may not kick the ball in the air beyond the length of half court. For all out-of-bounds calls, the referee shall blow the whistle. If the ball went across the touchline, restart game with throw-in. If the ball went across the goal line (outside the goal) restart with either a goal kick (indirect kick from anywhere inside the goal box) or a corner kick (direct kick from the goal line as close to the corner of the field as possible, on the side of the goal where ball went out-of-bounds), depending on which team touched the ball last. Restart with a goal kick or corner kick if the ball went out of the arena. Restart with a kick-in from the nearest point on the sideline after the ball hits the ceiling. The 3-point circle will be used as goal box.

U12 and U16 will try traditional indoor rules at St. Edmunds Academy this year in that the field has built in banger boards. Hence, the ball may be played off of the walls, and there is no out of bounds unless the ball is kicked over the wall. In this event, the ball will be restarted in play with a throw-in. The ball may not be kicked in the air beyond "two lines," that is, half of the field of play. If this occurs, or if the ball is kicked onto the ceiling, the ball will be restarted in play at the 1/3 line on the opponent's side of the field. Traditional indoor soccer is meant to keep players moving, but with smaller registration numbers, more frequent water breaks might be needed.

*U12 and U16 rules are going to be applied immediately, but will resort to U9 rules should any player on player aggression occur against the walls, or with ongoing risk of injury. Players should monitor their playing, and coaches should also closely monitor boundaries.*

Five second rule

All restarts following out of bounds are subject to the 5-second rule. From the moment the ball is spotted on the line or in the goal box, the team has 5 seconds to bring the ball in play. The referees will signal the countdown with the fingers of their hand raised in the air. Once the referee reaches zero, the whistle is blown again and the throw-in goes to the opposing team.

Restarts

In all occasions a where play is to be stopped, the referee shall blow the whistle. Play will resume with an indirect free kick or drop ball or a corner kick. No direct kicks (except corner kicks). Opponent must maintain a 3-yard distance with indirect kicks and corner kicks.

Fouls

No slide tackles or sliding kicks. No penalty kicks. Handling is illegal only if intentional.

Offside and 3-line rule

No offside. Ball cannot be kicked in the air for more than half the length of the field.

Goalkeeper

No punts (Throws and kicks on the ground only). Ball cannot be thrown in the air past mid-court. Ball must be released by the goalkeeper within 5 sec of getting possession.

Substitutions

Substitutions can be made while the game is going on (on the fly). Player has to leave the field before substitute can enter. Departing and entering the field has to be done in the same area close to the "bench area" (corner) of the team. Substitutes for goal keeper should enter the field wearing a pinny of a different color than either team.
